(from ro.wiki: Stema comunei Berceni, judeţul Prahova, potrivit anexei nr. 1.3 din Hotărârea de Guvern numărul 1891/2004, publicată în Monitorul Oficial al României numărul 1077 din 16 noiembrie 2004, se compune dintr-un scut triunghiular cu marginile rotunjite, tăiat. Pe fond roşu, în dreapta, se află un turn de cetate, având un zid spre stânga, toate de aur; la baza turnului se află un leu rampant orientat spre dreapta, ieşind din zidul cetăţii, totul de aur. În câmp de azur se află o sabie de argint, cu mânerul în jos. Scutul este trimbrat de o coroană murală de argint, cu un turn crenelat.)

  • (f) simple facts and data.

Also, according to Chapter 10 Article 85 Paragraph 2,

  • The photographs of letters, deeds, documents of any kind, technical drawings and other similar papers shall not benefit from the legal protection accorded to copyright.

Therefore this image is assumed to be in the public domain worldwide, although some of the above categories may be subject to usage restrictions within Romania.
