In March 1873, the architectual firm of Smithmeyer & Pelz won a competition authorized by Congress with its entry of an Italian Renaissance design, only to have that decision reversed in June 1874 when the competition reopened because of conflicting ideas in Congress. Controversy was limited not only to the style but to the location and plan of the building. After 13 years of debate, Congress appointed John L. Smithmeyer as architect and approved a design based on the original 1873 plan. Two years later Brigadier General Thomas L. Casey of the U.S. Army Engineers was placed in charge of construction, Smithmeyer dismissed, and Paul J. Pelz appointed architect. Mr. Pelz was replaced in 1892 by General Casey's son, Edward P.
